Function Note:

Nathan Associates seeks strategic advisors/coordinators for an upcoming USAID-funded trade facilitation project in Vietnam. The five-year project will build government capacity at the central and regional levels to implement commitments under bilateral and multilateral trade agreements, including the WTO Agreement on Trade Facilitation. The project will also increase SME understanding of these agreements, boost local company participation in global trade and strengthen public-private dialogue. The position will be based in Hanoi and candidates should be available by third quarter of 2018.


Duties and Responsibilities:


The Strategic Advisor will ensure the smooth coordination of the project’s trade facilitation activities with the Vietnamese government and other partner organizations. Together with the Chief of Party (COP), the Strategic Advisor will act as the team’s key point of contact with different Ministries and Agencies, and will help manage stakeholder dialogue and buy-in.

The Strategic Advisor may implement specific technical tasks within the project (to be determined according to needs and expertise). Key responsibilities include, but are not limited to:

  • Conduct a thorough stakeholder analysis and develop a strategic stakeholder engagement plan to build buy-in for the project’s activities.
  • Develop strategic partnerships between the project and national ministries, and between the government, NGOs, other donor projects, and other relevant partners
  • Act as key liaison for critical project activities and facilitator for COP and/or USAID at different ministries and agencies.
  • Other tasks and duties as assigned by the COP or Nathan Home Office.

Requirement Note:
  • Master's degrees or higher in trade policy, international trade, international development, economics, or similar field;
  • Minimum 5 years of experience coordinating with Vietnamese government counterparts, multilateral organizations, business groups and/or trade associations on programs of a similar focus and complexity, on topics such regulatory reform, customs modernization, trade policy and trade facilitation, and regional economic integration;
  • Proven knowledge and deep understanding of the World Trade Organization and member commitments under the Trade Facilitation Agreement and other agreements;
  • Proven experience developing and maintaining working relationships across a multi-stakeholder environment
  • Strong written, oral, and presentation skills;
  • Ability to travel extensively throughout Vietnam and Southeast Asia;
  • Fluency in English and Vietnamese required;
  • Vietnamese national preferred.
